That's generally what I do until I'm self-sustaining. I've killed two titans, and three simultaneous goblin ambushes from my marksdwarves alone (followed by hammerdwarves to clean up the mess or protect the depot).

I'm in year 3, with a 3-Z level tower with foritifcations that connects to another 2-Z level tower (atop a hill) with a bridge, that connects to the only entrance to my fort (which is above the trade depot, left open so that my guys can shoot down into it). The biggest flaw with this is that I tend to neglect my meeting hall for a while, and I don't usually add traps in. Towers are so awesome in spotting goblin ambushes, and I like to get started on that early because it takes so long to build. I also build my hospital and barracks above ground. What happens next is dependent on what sort of immigrants I get, but within the first year I like to establish -someone- as my smelter, someone as a cook/brewer, and at least have one person in the military.
